Regardng the quack, then an electronic solution would involve a little solid state voice recorder, an amplifier, and a speaker. TO get the volume loud enough for people to take notice of it (i.e. scare them silly!) it is going to need a hefty speaker.

How about this for an idea though? A small can of compressed air, an RC controlled solenoid valve, and an airline to a hunters duck call or similar. That should give a nice loud report for minimum outlay
